Land Tenure

·   Developed project activities and work plan for USAID-funded CAIMAN (Conservation in Managed Indigenous Areas) Project in Ecuador (Nov – Dec 2002)

·   Research of community tenure regimes in Brazil, Mexico and Guatemala (with Center for Governmental Responsibility, UF Law School) (Jun 2001 –2003)

·   Studied land tenure issues in Barbados, including an analysis of the legal, technical and institutional framework supporting land administration. This study contributed to the design of a Housing and Neighborhood Upgrading Program. (May-June 1998)

·   Assessed land tenure situation and land titling activities in the municipality of El Castillo, Nicaragua, and made recommendations for conflict resolution, procedures for irregularly surveyed and titled properties, and use of personnel and budget. (May 1998)

·   Assessed the status of the policy, legal, administrative and technical reforms in public land management and tenure regularization in Guyana.  (March 1998)

·   Global study of land administration projects worldwide, including aspects related to policy, institutional structure, legal framework, culture, environment, cadastre, land registration system, formal and customary land systems.  (Sep – Dec 1997)

·   Identified and analyzed critical land-related issues associated with tenure security, protection of land rights of indigenous peoples, land administration at the local community level, land titling, and restrictions on use of land as collateral in Bolivia.  (Feb 1992 – Jun 1995)

·   Assisted with reform of the technical and institutional aspects of land titling, mapping, registration and land information systems in Bolivia.  (Feb 1992 – Jun 1995)

·   Conceptual design of a policy-oriented land administration reform program to encourage more effective use of land in Jamaica to support environmental, urban and agricultural initiatives. (Sep 1991)

·         Research project to compile lessons learned and analyze global comparative costs for land administration reform funded by USAID/World Bank (Jan – Aug 2002)

·         Assessment of USAID-funded land titling and privatization project in Moldova (May 2002)

·         Assisted National Agrarian registry in Mexico define a diagnostic study to support the future development of the Mexican cadastre (April 2002)

·   Design of Regularization Processes in support of the IDB-funded Property Regularization Project in Ecuador (Apr – Sept 2001)

·   Assessment of options for modernizing and decentralizing land administration in Malawi (Dec 2000 – Jan 2001)

·   Analysis of the land concessions backlog in Mozambique with recommendations for resolution. (February – April 2000)

·   Collaborated in the design of a project to establish an integrated legal cadastre in Trinidad and Tobago (Oct 1998)

·   Evaluated the cadastral and registration systems in Colombia and made recommendations for modernizing and integrating these systems.  (Apr 1996)

·   Evaluated new praedial land registration system in Peru.  (Feb  - Jun 1995)

·   Assessed the cadastral and land registration systems in Belize and collaborated in the identification, design and preparation of a project to modernize and improve these systems. (Jan – May 1995)

·   Assessed the cadastral and land registration systems in Trinidad and Tobago  (Jan – Feb 1995)

·   Evaluated pilot project results and provided recommendations for modernization of land registration and cadastre systems in the Peten, Guatemala. (Aug 1994)

·   Evaluated different approaches for the development of a digital cadastral overlay in Franklin County, OH.  (Jan – Sep 1992)

·   Designed a parcel-based LIS that could be integrated with a broader based LIS/GIS in support of integrated development planning in the Peten, Guatemala.  (Aug – Sep 1991)

 

Geomatics

·   Advised and assisted with initial implementation of Moldovan Land Privatization Support Project.

·   Analyzed GPS technology transfer experience in Albania. (1999 – 2000)

·   Developed and tested an integrated cadastral surveying and mapping methodology utilizing GPS in Albania.  (1995 – 1998)

·   Analyzed current approaches towards cadastral surveying, geodetic infrastructure requirements, equipment needs, training, personnel, budget and designed pilot project for testing GPS methodology in forested areas of Peru.  (Dec 1996 – Jan 1997)

·   Designed and field-tested GPS methodology for cadastral surveying in Peru, including training local surveyors. (Sep – Oct 1998)

·   Designed strategy for modernizing cadastral system in the Dominican Republic, including reforming the legal framework, upgrading the geomatics profession to meet current needs, training and education, as well as the design of an urban and rural pilot project. (Jun – Jul 1997)

·   Evaluated current status of geomatics in various land administration institutions and provided recommendations for property registration in urban and rural areas of Kyrgyzstan. (May – Jun 1997)

·   Designed and developed a medium accuracy GPS methodology for cadastral surveying in Belize, including the implementation of a pilot project, development of standards, specifications and procedures, and training of 20 Belizeans.  (May – Jul 1996)

·   Investigated the integration of remote sensing imagery (SPOT) and GPS measurements for identifying unexploited private land parcels in Bolivia.  (Jan 1994 – Jun 1995)

Geographic/Land Information Systems

·   Developing spatio-temporal data model to investigate relationships between property ownership dynamics, land-use/land cover change and carbon sequestration in the Southeastern Lower Coastal Plain of the US. (May 2000 – Dec 2003)

·   Application of GIS for modeling and analyzing the relationships between development interventions (transportation, health, agriculture) and welfare in Zaire. Included fieldwork in rural Zaire and the integration of nutritional, land-use, administrative and topographic data.  (Feb – Sep 1991)

·   Development and demonstration of a GIS capability to support "one-call" utilities protection services in Ohio.  (Sep 1990 – Jun 1992)

·   Investigated and analyzed the potential data sources for the transactional updating and maintenance of the Franklin County (OH) LIS/GIS.  (Jun – Jul 1991)

·   Developed software to remove photo distortion from SCS soils maps to facilitate integration into a multipurpose LIS/GIS.  This contributed to the Dane County Land Records Project, WI, which demonstrated the utility of GIS for managing land records and integrating cadastral, soils, land cover and land-use information  (Jun 1984 – Jul 1986)

·   Designed and developed a software package to digitize, remove distortions and map data from single aerial photographs.  These were used to generate maps to aid the collection of census and environmental information in remote rural areas in South Africa. (Jan 1980 – Jun 1982)
